Both GHW Bush and GW Bush insured themselves from impeachment by their choices of VP.

I trace the election of GW Bush to the VP debate between Joe Lieberman and Dick Chaney. Chaney was viewed as a negative until Lieberman treated him like a fellow senator, allowing Chaney to come off as a reasonable accomplished business man. Lieberman should have torn him a new ass hole. It was possible to do. Al Gore's biggest mistake was Lieberman.
