Let's just be clear about this. The flood damage and the deaths in New Orleans last year were directly caused by the incompetence of the Army Corp of Engineers.
If the levees had been built properly, they wouldn't have been breached. So to say that the city was devastated by Hurricane Katrina is to ignore the high likelihood that with proper levees, the damage and loss of life from the hurricane would have been minimal.

I've been reading the book, "King Fish" about Huey P. Long, the former governor of Louisiana back in the 20s (?). Seems there was a huge flood back in the day, and they blew up the levees in the exact same spot they were "breeched" during Katrina to save the metropolitian area of New Orleans from being anihilated. I think they blew the levees this time too. You know, they did find dynamite casings.
Hm. I tend to believe incompetence above conspiracy in this case and regarding 9/11 as well. But I haven't heard about dynamite casings. I'll Google it.
I don' know that they are to blame... let's see... who controls their budget....
